You Are the First Responder

Before any emergency service arrives, YOU are managing 25–35 students. This plan gives you a clear, rehearsed action for every scenario.

The UAE experienced aerial threats in 2025–2026. Schools across the region activated emergency plans. This is not theoretical.

Students — especially younger ones — will panic without calm adult leadership. Your training protects them.

Staff or security sights drone, missile, or suspicious aerial object.

SHELTER-IN-PLACE. Lead students indoors immediately. Evasive movement if outdoors.

Trigger

Explosion confirmed inside school or immediate vicinity.

Your Action

Assess structure. Shelter-in-place OR Evacuate. Call 997/999/998 immediately.

Official NCEMA all-clear confirmed AND Principal has personally verified site is safe.

Your Role — Full Responsibilities

⚡ Immediately on Any Code

  • Stop all activity instantly
  • Remain completely calm — students mirror you
  • Take classroom register and Emergency Kit
  • Lead students to Orange Zone or safe zone
  • Hang EVACUATED sign on door after checking
  • Use STAIRS only — never elevators

📍 At the Safe Zone

  • Conduct roll call immediately
  • Display GREEN card if all present
  • Display RED card if anyone missing — report to Fire Marshal at once
  • Keep students calm at all times
  • Do not allow anyone to leave for any reason
  • Stay until CODE ALL CLEAR by Principal

  • Report only to Ops Manager or Fire Marshal
  • No personal social media posts during any Code
  • No filming of sky, aerial activity or debris (UAE law)
  • Keep language calm and factual with students
  • Escalate any safeguarding concern immediately

Stop all activities. Do not shout. Speak clearly and firmly to students.

Move ALL students away from windows, glass, and balconies immediately.

If You Are Indoors

  • Move ALL students away from windows and glass immediately
  • Close curtains/blinds if time permits
  • Move to Orange Zone OR corridor
  • Conduct roll call. Display Green or Red card
  • Do NOT look out windows. Do NOT film

If You Are Outdoors

  • Do NOT look at the sky or stop to identify the threat
  • Direct students to run at a SIDE ANGLE away from threat path
  • Lead everyone into nearest building entry — NOW
  • Once inside: move away from all glass immediately
  • If no building reachable: LIE FLAT, feet toward explosion, cover head, open mouth slightly

Building sound → SHELTER-IN-PLACE: Move away from blast area & glass. Stay in Orange Zone.
Building unsafe/on fire → EVACUATE: Lead via nearest safe exit to alternate safe building or Assembly point.

Safe Zones — Your Classroom & Campus
Know This Before Any Emergency

Walk your safe zone route with your class in the first week of each term.

🔴

PRIMARY — Orange Zone

Interior of classroom, away from all windows and glass facades. Students take cover under sturdy tables. Your FIRST position on any Code.

🟠

SECONDARY — Corridor

If classroom is compromised or on higher floors. Use STAIRS only — never elevators. Ground floor preferred. Fire Marshals guide movement.

🔵

TERTIARY — Safe Zone

Used when CODE BLACK (3×) is announced. Pre-identified alternate safe building if outdoors is not safe. Do NOT use open fields.

Managing Students During an Emergency

Student Panics or Cries

Get to eye level. Use their name: "[Name], I need you to walk with me now." Assign a buddy. Say "you are safe with me" — NOT "everything is fine."

Student Refuses to Move

Don't argue. Clear instruction. Physical guidance if safe. If they cannot be moved: note name, report to Fire Marshal. Never leave the group for one student.

Students Ask Questions

Brief and calm: "We are following our safety plan." Do not share threat details. Redirect: "I need you to help me by staying quiet."

Student Has Medical Need

Take medication list/EpiPen when evacuating. Alert First Aider and Fire Marshal. PEEP students: follow pre-assigned escort plan immediately.

"I have a plan, we are following it, and you are safe with me."

PEEP — Students with Special Needs or Mobility Requirements
Personal Emergency Evacuation Plan

Every PEEP student must have a named, trained escort. Applies to Students of Determination, students with mobility issues, medical conditions, or severe anxiety.

Before Any Emergency

  • PEEP register held in Kit B (Operations Manager)
  • Every PEEP student has a named pre-assigned escort (confirmed in writing)
  • Teachers must know which students in their class have a PEEP
  • PEEP refuge areas are marked on campus floor plans
  • Escorts must be briefed and trained BEFORE the academic year begins

During Any Code Activation

  • Escort immediately accompanies PEEP student to designated refuge area
  • Teacher confirms PEEP student is with escort in roll call
  • Fire Marshal is immediately informed of PEEP student status
  • PEEP students are PRIORITISED in the reunification process
  • Report any PEEP student who cannot be located to Ops Manager at once
Critical Hazard: Glass & Post-Interception Debris
UAE 2025–2026 Incident Data

The majority of civilian injuries were caused by shattered glass and falling debris from intercepted missiles — NOT direct explosion impact. One interior wall between you and exterior glass makes a significant difference.

🪟 Glass Hazard — Teacher Actions

  • Immediately move ALL students away from every window, glass door, partition, and balcony
  • Close curtains or blinds if time permits — even one layer helps
  • Move students to the interior — further from glass, the safer
  • Do NOT allow students to look out of windows
  • Cover students under tables as additional protection from glass fragments

💥 Debris Hazard — After Any Aerial Event

  • Intercepted missiles/drones scatter UXO, sharp metal fragments, and toxic materials
  • Do NOT allow ANY student or staff outdoors until Ops Manager confirms it is safe
  • If debris found on campus: call 999. Establish exclusion zone. Do NOT touch or photograph
  • Civil Defence (997) must physically clear all campus grounds before Code All Clear
Parent Communication & Student Reunification
Teachers: You Do NOT Contact Parents Directly

All parent communication is managed by the Principal and Department Heads only during any Code activation.

Parents receive SMS with specific gate, time, and ID requirements.

Security

Parent arrives at designated gate. Security manages crowd. No entry beyond holding area.

ID Verification

ID verified against authorised collection list. If not listed — NO release, call Principal.

Release Supervisor

Student is called from Student Holding Area by the Release Supervisor.

Teacher Logs

Teacher logs: student name, grade, time, guardian name, ID number, signature.

Register Update

Student marked as RELEASED. Fire Marshal updates running tally.

PEEP Students

PEEP students and bus students processed via separate designated areas.

Final Headcount

Final headcount confirmed to Principal before last person departs.

Rule: No Student Is EVER Released Without

Completed roll call + verified parent/guardian + logged entry with time, guardian name, and ID number.

Post-Incident: Recovery, Reporting & Student Wellbeing

⚡ Immediately After All Clear

  • Conduct final roll call before releasing any student
  • Do NOT allow students to re-enter any area until ALL CLEAR
  • Report all events and actions taken
  • Submit Incident Report within 24 hours
  • Check for injured or distressed students — refer to school doctor

💙 Student Wellbeing

  • Conduct a group wellbeing check-in with your class on return
  • Reassure students: explain the plan worked and they were safe
  • Watch for: anxiety, sleep disturbance, withdrawal, or repeated questions
  • Refer any student with signs of acute stress to the school counsellor
  • Talk to parents via official school communication only

🗣️ Staff Debriefing

  • Staff debriefing session within 48 hours of the incident
  • Share what worked well and what was difficult — improves the plan
  • Your own stress response is valid — speak to counsellor if needed
  • After every drill: resume interrupted activity to reassure students
